History of Shri. K. Hanumantha Rao from Hyderbad
Brief History of my life Best Individual for Civil Services outstanding Self-Sustaining Effort by a Physically Challenged Person contribution to the field of Sports, social work, Cultural and welfare for the Hearing impaired. I am a Hearing impaired since birth at the age of 52 years old. Passed SSLC from St. Louis Institute for the Deaf, Adyar Madras, 1977 and also passed PUC from Punjab University through own determination. I joined Government of Andhra Pradesh Secretariat as Record Assistant in GAD in 1978 under Sports Quota, by transfer as Typist in GAD in 1980 and Special Grade Assistant Section Officer in 1996 and appointed by transfer on promotion to the post of Section Gazette Officer and posted to Social Welfare Department in September 2007 (one hearing impaired Secretariat hearing people) Hyderabad nearly 30 years service in the entire of AP Secretariat Employees. Passed the BA in Agra University, Higher Grade Typewriting and Five Departmental Tests (Accounts/Commercial Tax/Local Audit 2 Papers each) in APPSC through own determination. My firm dedication and discipline to fight against disability elevated me to High academic and best distinction/excellence individual hearing impaired, yet I was National/State awarded best handicapped employee of AP Secretariat. Hundred of certificates, Silver and Gold Medals poured into my hands from all State Capitals. Newspapers from State capitals accredited to my performance as all-rounder Athlete which are shadowed my disability. My earnest endeavor to acquaint with other exchange of my thoughts with my colleagues Secretariat Employees, as well as Special Chief Secretary to Government, has afforded me an impetuous to sequel my disability I have been involved with NGO’s working for the Welfare of the hearing impaired in Andhra Pradesh for the 20 years. . My main activities have been organizing Social Welfare programmed, General Administration Department, Employment Exchange for Physically Handicapped Hearing impaired, beside teaching of Sign language for hearing people. I have also been successfully communicating to deaf people in Village Development, Rural, sub-urban, Urban and Metro City about the various concessions available under handicapped quota of Sport, employment, on bus, trains, deduction of Income Tax under 80U, Free SMS mobile on Airtel, Hutch, Reliance, Driving licensed with hearing aids, conveyance allowance 10% of Basic Pay subject a maximum Rs.650 PM to PHC (Deaf and dumb), Loans and advances, Part final withdrawal of money from PF for HBA, house sites, Higher education or Marriage or Medical expenses, LTC to go anywhere in AP/Home Town during the block period of 2 years each, Surrender of Earned Leave for encashment by certain staff during the financial year, Reimbursement of Medical expenses as Referral Hospitals services in accordance with the AP Integrated Medical Attendance Rules, Games and Sports and Cultural are being held at Mandal, district and State Level. Basically the schemes aims to unearth sports talent from the Rural areas and to develop the promising Rural Youth also at National and International level – Sponsoring of AP Deaf Team expenditure of TA/DA and purchase of Sports Material – Special Casual leave and Incentive to the Meritorious Govt. deaf Employees in Sports and Games and Cultural in any National Championship for Winners and Runners and other Udygoa Kranti GOs book monthly post are some areas in Village, Rural and Urban, Reservation on Berth in Train, Reservation on job/promotion/transfer etc. Legal aid Free of Disabled, Exemption of Second Language, Professional Tax etc. Received Awards I. National Award for Best employee handicapped on 3rd March, 1982.
II. State Award for best employee handicapped on 3rd March 1988.
III. Chief Minister of Andhra Pradesh Awarded in the 17th World Games of the Deaf held in Sofia, Bulgaria during July 21-Aug. 1993 as an Official of the Team of the Indian Contingent
IV. My performance in the 19th World Games of the Deaf held in Rome Italy during July 21st to 2nd August 2001 as an official duty of the Deaf under the control of All India Sports Council of the Deaf, New Delhi
V. Received Best work done organization on 27th June 2003 by the Hon’ble Speaker K.S. Suresh of Andhra Pradesh Legislative Assembly.
VI. Received sportspersons best individual award by Sri Narasimha Rao Hon’ble Minister for Sports, Cultural Govt. of AP on 3rd December 2004 on occasion of Sports Function AP Secretariat Association. VII. Received award appreciating the effort and service of deaf community by Sri A. Anand IAS Special Chief Secretary to Government on 21st June 2006 on occasion of International Day of the Deaf celebrating. VIII.Obtained 450 Certificate of Merits/participation from St. Louis School, local, District, Secretariat Association Hyderabad, Andhra Pradesh State, AP State/National Veteran, Athletic Meet, All India Sports Council of the Deaf, Sri Lanka and All India Civil Services Athletic from 1966 to still 2007 Sports competitions awarded to my performance new records Meet especially in Athletic (Field and Track) and Basketball.
IX. Government of Andhra Pradesh Sports Valedictory Function 2007 Sri M. Satyanarayana Rao, Hon’ble Minister for Sports and Culture giving award the best individual sportspersons awards to Sri K.Hanumantha Rao.
X) Sri A.K. Goel, IAS, Special Chief Secretary to Government, Planning Department and Dr. Vijaya Kumar, IAS, Secretary to Government, GA(Services) Dept. Giving away the prizes of 4 VIP boxes to Sri K. Hanumantha Rao for outstanding the best sportsman During March 2007. Social Work: A) Now I am the Founder President in Andhra Pradesh State Government Deaf Employee Association duly registered No.1651 of 2005 issued from Office of the Registrar of Societies, Hyderabad. This association is a leading and premier voluntary organization enjoying the support of Deaf Government employees and good will of all government servants. This association has a net work of 200 members. Representing the handicapped deaf in particulars in India numerous activities have been promoted by National Association of the Deaf. The Association is also acting as an advisory body to its members and Government in the field of rehabilitation of the handicapped.
B) I have been championing the cause of the deaf members who are employees of the Government in several ways. The deaf members who are unable to face problems of various service matters like AP State and Subordinate Service Rules, AP Ministerial Service Rules, AP Last Grade Service Rules, Fundamental Rules and subsidiary Rules, AP Revised Pensions Rules and AP General Subordinate Service Rules, the AP Secretariat Office Manual, Caring GOV- User Manual, CCS Rules and other benefits are some areas in which I am able to bridge the communication gap. Today there are many happy and satisfied Government employees due to my hard work and unstinted effort includes distinction/excellence in administration.
C) A deaf member shall provide ordinarily consists of a distinct class or category of govt. deaf employees i.e. Class-IV, NGO and Gazette from all the Districts units and City units of Government employees shall be eligible for the membership of the association provided, but not to include an association of Government deaf employees employed in any industrial undertaking owned or controlled buy the Government, central Government, National bank etc. Other state members are not eligible as Members. D) In to days world deaf are equal to the hearing in may other fields like sports, in the work place. That why, I have been always my dream and became true and the people are on par with hearing people in the field of Sports. E) The Association has conducted several programmers locally and has sent our members to All India Sports and Cultural competitions where they have made Andhra Pradesh proud with several awards and winner prizes. F) I married a normal woman, 2 Grandchildren, Eldest son K.Pradeep Kumar working as Lotus computer, Daughter in law as ICCI Bank 2nd son as Security in Hyderabad Central Shopping and Grandson as Electronics all are normal by the grace of God. Communications with them is as normal as to lead family life. Disability has no place in me as I am not feeling any discomfort without hearing aids. In to days world deaf are equal to the hearing in may other fields like sports, in the work place.
G) That why, I have been always my dream and became true and the people are on par with hearing people in the field of Sports and Welfare.
